sir,

Public Works Depart.ent,

Hongkong, 20th February 1909.

314

I feel it my duty to draw your attention to over pressure

of work in this office and before going into details of the work

.

now in hand, I would point out the excess of work required is

so great that it is quite impossible to cope with it in a busi-

ness like manner.

I have so many matters inside the office to deal with that

I find it quite impossible to give adequate supervision of works

during progress and so facilitate completion and this avoid delay

Any office in England would have more assistants and far

more room to cope with the work.

any drawings are urgently required for materials to be

obtained from England.

Several months ago I commenced the drawings to accompany

requisitions for materials required from England, so far, I have

not had time to complete either the drawings or requisitions

neither do I see any hope of doing so in the near future, apart

from the fact that many extra hours are spent inside the office

and also dealing with many matters at home.

All requisitions mean additional work as compared with any

English office where the Contractor places all orders for materiai

erials with various Firms according to Specification; however,

it is quite necessary to deal with every requisition here.

I am very much behind in preparing and keeping up to date

the accounts for the New Law Courts and New Government offices.

With respect to the last named building as far as I can

now judge the quantities are short and many items appear to have

been omitted.

I shall endeavour to look carefully into every item so as to

save wherever it is prudent to do 80.

Surveyors were sent from England every year to measure up

and prepare accounts for work done in connection with the New

Admiralty Dook and it is always customary on large works extend-

ing over several years to adjust accounts at each floor level.
